Veniamin Kletsel was born in 1932 in Pervomaisk, Odessa region. In 1941, at the beginning of the war, the family was evacuated to Tashkent, where in 1943-1945. Kletsel studied at the art studio with the wonderful artist A.N. Volkov (master of the Pomegranate Teahouse). In 1950 he entered the Tashkent Art College. After serving in the army (1952-1955), he continued his studies and, after graduating from college, in 1960 entered the Tashkent Theater and Art Institute. After graduating from the institute, Kletsel moved to Samara (Kuibyshev), where he was engaged in teaching activities and actively participated in many art exhibitions. In 1976 he was accepted as a member of the Union of Artists of the USSR. During the years of his life in Samara, five personal exhibitions of the artist were organized.

Since 1990 Veniamin Kletsel has been living and working in Jerusalem. His work has been featured in many group exhibitions; personal exhibitions were organized in Jerusalem, Tel Aviv, in many cities of Russia and the USA. In 2002, the Jerusalem Cultural Center hosted a jubilee exhibition dedicated to the artist's seventieth birthday.

The works of Veniamin Kletsel are presented in museums, galleries and private collections in Bulgaria, Hungary, Germany, Israel, Russia, USA, France and South Africa.
